The mad dog inciddent shows that Atticus is a kind man. He didnt want to take the dogs life, no matter what it was doing. Even though he had not shot a gun in a year, he knew he could do it, but he didnt want to.
When people say "It is a sin to kill the Mocking Bird" they mean that there is no need to kill one if it doesnt bother anybody. Why would you take somwehings life if their life isnt bothering you in any way?
Heck Tate doesnt want to shoot Time Johnson because, one, he knows its wrong, and two, if he missed the dog, he would hit the radley house. He didnt want to risk it and hurt someone.
Atticus is very saelf conscious about his ability to shoot, and when Jem and scout come over to talk to him, Atticus cuts off Heck. He probably did this to prevent him from telling thwe kids that he is the best shot in Maycomb County, especially since he doesnt do it often.

This book is split into parts, ansd di think that the reason that Harper Lee chose to stop part one here is because this is where a lot of things begin to change. After Mrs. Dubose dies, Jem gets mad at Atticus for his attitude towards her. She had been rude to them, but Atticus was still kind and thought of her as a Lady. I think that this will change Jems outlook on people and Scenarios.
